Bolton Housing Partnership

Bolton Housing Partnership brings together housing providers, Bolton Council, Health and Social Care Services and Voluntary and Community Social Enterprise sector. Collaboratively we work to deliver new homes and services, enabling the development and management of housing in ways that create sustainable communities and neighbourhoods.

About Us

Collectively, Bolton Housing Partnership manages, maintains, and invests in over 27,000 safe, warm and secure homes, housing over 60,000 Bolton residents.

We play a vital role in supporting the Bolton Vision 2040. In doing so, we strive to create sustainable communities and thriving neighbourhoods through a collaborative approach.

By fostering these strong partnerships and through our work, Bolton Housing Partnership ensures that our efforts contribute to a better quality of life for all residents of Bolton.

Strategic Themes

Bolton Housing Partnership play a role in facilitating the local delivery of key strategic priorities. 

These themes are addressed through the following workstreams:

Each workstream is represented from Bolton Housing Partnership group agreeing on actions, overseeing delivery and key performance indicators.

Workstream Progress

People and Place

People and Place workstream brings together community and system leaders across the council, Health, Housing, and the VCSE sector focusing on:

  • Forging partnerships and greater connections across neighbourhoods & Live Well
  • Enhancing knowledge of the local delivery partner infrastructure
  • Providing oversight, influencing system change, and embedding prevention
  • Enabling collective action
  • Ensuring the best use of available resources

Growth & Development

Growth and Development workstream consists of Bolton Housing Partnership Development Directors and Bolton Council leaders.  Priorities are aligned with the GM Housing First three pillars (supply, standards, support) and Bolton’s development & growth ambitions focusing on:

  • Supporting the council to increase the supply of quality homes
  • Helping the council achieve its housing delivery targets
  • Delivering the target for TANZ affordable homes in Bolton by 2028
  • Collaborating and exploring opportunities to secure land for development in public & private ownership
  • Development of Social Housing workshop with Council leaders and BHP Development Directors. The workshop will focus on Bolton specific topics, enabling a joined-up conversation to align strategies, and how we can maximise the benefits of Homes England funding, future programme and increase the supply of affordable housing across Bolton. 

Meeting Housing Demand

Housing Demand workstream is attended by the Council’s strategic housing, community housing officers, and the Housing Provider Allocation Managers focussing on:

  • Improving access to affordable/supported and specialist housing for those in need  
  • Ensuring the allocation  process for social housing is fit for purpose
  • Achieve a better match between provision and allocation of social housing, and the needs of vulnerable households whose existing housing situation exacerbates their health or other care needs. 
  • Ageing Population task & finish group are working collectively on developing a Bolton-wide offer for older residents, to understand the current landscape of accommodation and services for older people, assess demand, and plan for future needs.

Housing Quality and Consumer Standards


This workstream focuses on:

  • Developing a net-zero retrofit program.
  • Exploring grant funding opportunities for decarbonization.
  • Conducting pilots on damp, mould, and condensation.
  • Implementing a partnership approach to stock investment and repairs.
  • To support the delivery of Truly Affordable Net Zero Homes (TANZ)

Data and Insight

This cross-cutting data workstream will support all workstreams with research, data, and evidence-based insights to inform decision-making collaborating with the Bolton Research Intelligence Network (BRAIN), Bolton NHS Neighbourhood intelligence profiles, and leverage BHP’s data workforce to provide high-quality joined up intelligence.

Over the next 12 months we will continue to align and collaborate to deliver our key strategic themes. 

The Bolton Housing Partnership is represented on the GM Housing Provider Group linking GM priorities to the locality, and on Bolton’s partnerships and governance meetings such as the Vision, Health & Wellbeing Board, Tackling Poverty, Climate Change etc to support the wider strategic ambitions for Bolton.
